Stated lack of capacity to handle individual cases. However, CRD conducted the most thorough legal analysis among all contacted organizations. They reviewed the attached materials, referenced relevant legal provisions (§13–15 LMA), and acknowledged the burden created by the retroactive claim. Although no direct support was offered, the organization partially recognized the legal complexity and advised considering media outreach and repayment arrangements.
